Negros Occidental operated outside Japanese-controlled banking infrastructure for much of the occupation, and the Emergency Currency Board notes were a deliberate administrative act by the provincial government to keep internal commerce functioning. The red seal distinguishes this issue from related Negros series and reflects internal security coding used to differentiate authorized emissions — counterfeiting of guerrilla currency was a genuine operational concern, not a theoretical one.

Montelibano was a prominent sugar industry figure whose involvement lent the issue real local credibility at a time when confidence in any paper was hard to sustain.
