The State of Oaxaca operated as a sovereign entity during Mexico's Revolutionary period, and its provisional coinage of 1915 was struck under conditions of acute material shortage. Lead substitutes appeared when silver and copper supplies were unreliable or diverted to competing factions. The "unfinished truncation" designation points to a specific die state in which the bust cutting was left incomplete — not damaged in circulation, but unfinished at the point of striking.
Oaxacan provisional issues are catalogued under Gaytan-Buttrey and are among the more technically irregular coinages of the entire Revolution.
