This pattern was produced in anticipation of Pope Paul VI's November 1970 visit to Manila — the first papal visit to Asia. Ferdinand Marcos used the occasion aggressively for domestic political prestige, and the commemorative coinage program was part of that effort. The silver-plated copper composition marks it as a presentation or trial piece, never intended for circulation, likely produced in very limited numbers for official distribution.
