The Banco Comercial de Santa Fé was one of several provincial Argentine banks granted note-issuing rights under the loose monetary framework that preceded Argentina's national banking legislation of the 1870s. Santa Fé province operated with considerable financial autonomy during this period, and local banks regularly contracted foreign printers — ABNC being the dominant choice — to lend their notes the engraved credibility that domestic printing could not yet supply.

The denomination in pesos plata boliviana reflects the continued practical reliance on Bolivian silver coinage as a trading currency in the interior provinces, long after Buenos Aires had moved toward other standards.
