Colombia's Tesorería General — the national treasury, not a central bank — issued this note during a period when the country lacked a permanent central issuing authority. The Banco de la República would not be established until 1923, leaving the treasury to fill the gap with its own paper. The "Oro" designation was meaningful: it pledged convertibility to gold pesos, a promise the government struggled to keep given chronic fiscal instability in the years following the Thousand Days War.

ABNC's involvement guaranteed engraving quality far exceeding the denomination's face value, a common feature of Latin American treasury contracts with New York security printers in this period.
