Yucatán's fiscal isolation during the Revolution made state-level paper emission not just practical but necessary. With federal authority in flux and Carrancista forces periodically controlling customs revenues, the Tesorería General issued its own currency to meet payroll and local obligations — a pattern repeated across several Mexican states between 1914 and 1917.

Parsons Trading Company at 17 Battery Place was a commercial intermediary rather than a dedicated security printer, which distinguishes this note from contemporaneous Mexican state issues produced by established firms like the American Bank Note Company.
