Cuba's INTUR pesos were a parallel currency issued exclusively for use by foreign tourists at special shops — the "tiendas de recaudación de divisas" — where imported goods unavailable to ordinary Cubans could be purchased. The system allowed the state to capture hard currency while enforcing a strict two-tier economy: Cubans using regular pesos had no access to these tokens, and possession by nationals was technically restricted.
By 1989, the Soviet subsidies propping up the Cuban economy were beginning to falter, making foreign tourist spending increasingly critical to state revenues.
