The Negros Emergency Currency Board was one of several provincial Filipino authorities that issued guerrilla currency during the Japanese occupation, operating under the tacit authorization of the Philippine Commonwealth government-in-exile. These notes circulated in Negros Occidental as a practical alternative to the Japanese-issued Mickey Mouse money, which locals refused or discounted heavily. The "different border" designation in the Pick catalog distinguishes this variety from the more common border type — a distinction that matters for completeness but rarely affects collector demand dramatically.
