The Provincial Board of Cagayan was one of several Philippine provincial governments that issued emergency guerrilla currency after the Japanese occupation severed normal financial supply lines in 1942. These provincial issues were authorized under emergency powers and intended to keep local commerce functioning — not as instruments of the central banking system, but as pragmatic stop-gaps backed by whatever provincial assets or goodwill could be pledged at the time.
