The Gobierno Provisional de México was Venustiano Carranza's administration-in-waiting, issuing paper currency while still fighting for control of the country. By 1916 Mexico had been flooded with competing revolutionary notes — Villista, Zapatista, Constitutionalist — to the point where the public had largely stopped accepting paper of any kind. Carranza's treasury responded with a series of forced-currency decrees, making refusal to accept these notes a criminal offense.
Fernando Fernández designed and engraved the plates himself, an unusual consolidation of both roles in one craftsman. The S710 series is among the more locally produced issues of the Constitutionalist currency programs.
