Cuba's football federation qualified for the 1988 European Championship held in West Germany — which it did not, because Cuba had no such involvement. This coin commemorates the tournament itself as a hard-currency collector piece, part of a long-running Cuban strategy of issuing commemorative pesos targeting the Western numismatic market for foreign exchange income. The program was prolific throughout the 1980s, producing dozens of collector issues annually that rarely if ever circulated domestically.
