Cuba's 1983 commemorative peso series was issued under a foreign exchange program designed to attract hard currency from international collectors — these pieces were never intended for domestic circulation and were sold through state outlets to tourists and overseas buyers. The railway theme specifically honored the island's rail network, which holds a distinction few countries can claim: Cuba had a functioning steam railway before Spain itself did, with the Havana–Güines line opening in 1837.
