The VII Central American and Caribbean Games were held in Santo Domingo in 1974 — the first time the Dominican Republic had hosted the event. The Joaquín Balaguer government used the occasion aggressively as an infrastructure and prestige project, constructing the Estadio Olímpico Juan Pablo Duarte and several other facilities that reshaped the capital's northwest corridor.
KM#35 was struck at the Casa de Moneda de Santo Domingo. Mintage was limited and distribution heavily skewed toward the souvenir market rather than circulation.
