Banco Oxandaburu y Garbino was a short-lived private commercial bank operating in Bolivia during the brief window of free banking that preceded the country's more regulated monetary period. The 1869 date places this note among the earliest formally printed issues circulating in Bolivia, at a time when silver mining revenues were fueling speculative banking ventures that often outpaced any realistic reserve backing.

The American Bank Note Company contract is the detail worth noting: ABNC was producing paper for dozens of Latin American private banks simultaneously during this period, and the engraved plates were frequently shared or adapted across clients. PS#1782 is rare enough that survivorship itself is the story.
