Issued to mark the bicentennial of the French Revolution, this coin was part of Cuba's extensive hard-currency commemorative program of the 1980s — pieces produced almost exclusively for export sale and foreign exchange collection rather than domestic circulation. The Cuban peso had no practical convertibility for ordinary citizens, and these commemoratives were sold through state-run numismatic agencies to Western collectors and socialist-bloc tourists.
Cuba struck dozens of distinct commemorative types in 1989 alone, flooding the market to a degree that suppressed secondary values almost immediately.
