The Administración de Hacienda y Crédito Público was a Mexican state-level treasury authority, and notes issued under this name typically originated during the revolutionary period when federal banking infrastructure had collapsed and regional governments, military factions, and commercial houses all issued their own emergency currency. PS#161 falls within the Schwan-Shafer classification for Mexican state and private issues, placing it firmly in that chaotic 1913–1916 window when dozens of competing emission authorities printed notes that were often worthless outside a single town or garrison.

Redemption was never guaranteed. Many of these treasury notes were repudiated outright once the issuing administration lost political or military control of its territory.
