Cuba's capacity to print its own security paper by the mid-1990s was not incidental — it was a direct response to the U.S. embargo, which complicated procurement of banknote paper and foreign printing contracts for decades. Impresos de Seguridad, the state security printing facility in Havana, had been producing notes domestically since the early 1980s, reducing that dependency.
The 1995 date places this note deep in the "Special Period," the severe economic contraction that followed the Soviet Union's collapse and the abrupt end of preferential trade arrangements Cuba had relied on since 1960. The peso's purchasing power had collapsed in practice, with a thriving parallel dollar economy operating openly alongside it.
