Argentina's 1991 Convertibility Law locked the peso to the US dollar and stripped provinces of the right to issue their own currency — yet several cash-starved provincial governments issued quasi-money anyway, framed as "bonds" or "provincial bonds" to sidestep federal law. Catamarca's 1993 peso falls into this category: a circulating substitute for national currency during a period of chronic liquidity shortages in the interior provinces, where federal transfers were slow and payrolls couldn't wait.
Ciccone Calcografica, Buenos Aires's dominant security printer of the period, produced the note — the same firm behind much of Argentina's official federal coinage and stamp work at the time.
