Obverse description Plain paper ground with typeset text arranged in a certificate format. The upper portion carries the legend TREASURY EMERGENCY CURRENCY CERTIFICATE, below which a redemption clause reads that the Commonwealth of the Philippines will redeem the certificate at face value upon termination of emergency. The central denomination ONE PESO appears in bold letterpress type, flanked by the issuer name NEGROS EMERGENCY CURRENCY BOARD, a handstamped circular seal at right, and a serial number at lower centre above three manuscript signature lines with printed titles ACTG. TREAS.-MEMBER, GOV.-CHAIRMAN, and PROV. AUD.-MEMBER.

Reverse description Austere unadorned reverse printed on plain paper stock, with a simple rectangular border frame enclosing the large bold letterpress inscription ONE PHILIPPINES PESO arranged across two lines in the centre. Denomination numerals 1 with small floral ornaments appear in each upper corner, flanked by vertical PESO legends, while ONE PESO inscriptions repeat in each lower corner, giving a purely typographic design typical of wartime emergency issues.
