One of several provincial emergency notes authorized under Japanese occupation, this Palawan issue came from Brooke's Point — then the provisional seat of civil administration after Puerto Princesa fell under enemy control. The guerrilla-backed provincial government continued issuing currency to maintain local economic function and deny the Japanese-sponsored peso full legitimacy on the island.

Three signatories on a 1 Peso note is unusual for Philippine provincial guerrilla issues and likely reflects a deliberate accountability structure imposed by the wartime administration. Moreno served as provincial treasurer; the countersignatures added layers of local authority that no single official could bypass.
