The Province of Leyte Emergency Currency Board was one of dozens of local Philippine emergency currency authorities that sprang up after the Japanese occupation disrupted the existing monetary infrastructure. These provincial guerrilla currencies were technically illegal under Japanese military administration, which made their production and circulation an act of organized resistance. Leyte's board operated under considerable secrecy, with printing done on whatever paper was available locally.
Three signatures authenticate this note — Potente, Kadavero, and Saavedra — a redundancy that was deliberate, reflecting deep mistrust of single-authority issuance in an environment where officials could disappear overnight.
