The Free Samar Currency Committee was one of several provincial guerrilla governments operating in the Philippine Islands during the Japanese occupation, issuing their own emergency notes to maintain local commerce after Japanese Military Administration currency flooded the archipelago. Samar's issues are among the less-documented of the Philippine guerrilla series — the committee's organizational structure and printing arrangements remain only partially reconstructed from surviving records.
Wartime paper stock used for these notes was often improvised, and condition problems tied to humidity and rough storage are endemic to the series.
