Nueva Vizcaya was among the Philippine provinces that issued emergency guerrilla currency during the Japanese occupation, authorizing local scrip to keep civil administration and commerce functioning after the invasion severed access to pre-war Philippine Commonwealth banknotes. The three signatories here — Governor Quirino, Auditor Torralba, and Acting Treasurer Acosta — represent the skeleton provincial government still operating under wartime conditions, and the "Acting" designation on Acosta's title is itself a small indicator of the administrative disruption of that period.
Demetrio Quirino was a brother of Elpidio Quirino, who would become President of the Philippines in 1948.
