A central typewritten text block invokes the authority of the President of the Commonwealth of the Philippines and the Provincial Board of Ilocos Norte, ordering the issuance of the certificate as legal tender and noting its redemption from a deposit of P500,000 in the Philippine Treasury, with a warning that refusal to accept is punishable by law.
