Pambujan Sur was a small coastal municipality on the northern tip of Samar, and its appearance on emergency currency is entirely a product of the Japanese invasion of the Philippines in late 1941 and early 1942. As General MacArthur's forces collapsed toward Bataan and Corregidor, civilian and guerrilla authorities across the archipelago began issuing their own notes to keep local economies functioning — the Headquarters Volunteer Service Corps being one of dozens of such entities to do so. These notes were printed under occupation conditions, with whatever materials were at hand.

Samar guerrilla currency is among the more poorly documented of the Philippine emergency issues. Many printings from this island survive in tiny quantities, and the absence of a Pick number here reflects the cataloging gaps that still exist for this category.
