Negros Occidental was one of several Philippine provinces that issued its own emergency currency after Japanese forces cut off access to regular Commonwealth money in late 1941 and early 1942. These guerrilla-backed provincial notes were produced under occupation conditions, with limited materials and no central printing authority — the practical result was wide variation in paper quality, ink consistency, and serial numbering across printings.

The S-prefix in the Pick reference places this firmly in the Philippine emergency and guerrilla issues category. Filipino provincial authorities who issued such notes did so at genuine personal risk; the Japanese military administration considered unauthorized currency production a serious offense.
