Tucumán's provincial note issues of the early 1920s emerged from a chronic shortage of small-denomination federal currency in the interior provinces — Buenos Aires simply could not get coin and low-value notes into circulation fast enough to meet local commercial demand. Several Argentine provinces stepped in with their own emergency fiduciary paper, Tucumán among them, though the legal standing of these emissions was perpetually contested by the national treasury.
