Colombia's 1904 peso issues came out of a deeply unstable monetary period. The Thousand Days War (1899–1902) had wrecked government finances, and the Estado Soberano system had collapsed — in its aftermath, Bogotá was trying to reassert central monetary authority while simultaneously managing enormous war debts. Paper issues of this period were backed by nothing credible, and public trust was essentially absent.
Waterlow & Sons had handled Colombian printing contracts intermittently since the nineteenth century. Their Londres production for this series was typical of the arrangement: engraving and presswork done in England, shipped to Colombia for official validation and release. The distinction matters when attributing responsibility for printing quality versus issuance decisions.
P#309 is among the less commonly encountered survivors from this chaotic transitional window before the Banco de la República's eventual establishment in 1923.
