Provincial paper money in Argentina during the 1890s existed against a backdrop of chronic monetary instability. The national government's 1890 financial collapse — the Baring Crisis — severely disrupted convertibility and left interior provinces scrambling for circulating medium. Mendoza, already managing its own fiscal pressures as a wine-producing economy dependent on seasonal labor and export cycles, had practical reasons to issue locally.
Printing in Mendoza itself rather than Buenos Aires or abroad was unusual for provincial issues of this period and almost certainly reflects the disruption to normal financial channels rather than any deliberate policy preference.
