El Banco Central was one of several private Colombian banks of issue operating under the 1880 banking law, which permitted regional institutions to print their own currency — a system that produced dozens of competing note series before the government moved to consolidate issuance in the 1890s. The American Bank Note Company handled the production of many of these Colombian private bank notes during this period, and their work on the series is technically accomplished.
The S-prefix in the Pick reference places this squarely in the specialized category, reflecting its regional private-bank status rather than national issue.
