The Estado Soberano de Cundinamarca was one of nine sovereign states under Colombia's 1863 Rionegro Constitution, which granted individual states sweeping autonomous powers — including the right to issue their own paper currency. These notes were not federal instruments; they were obligations of the state government itself, backed by whatever fiscal credibility Cundinamarca could muster in a period of chronic national financial fragmentation.

Printing by H. Pareda's Bogotá lithography shop meant production was entirely local, with no recourse to the security printing houses of Europe. Lithographic notes from this period and region are structurally vulnerable — the ink sits on the surface rather than into the paper fiber, making worn examples prone to surface loss.
