Villarta was one of hundreds of Spanish municipalities that issued emergency fractional paper during the Civil War after metallic coinage disappeared almost entirely from circulation by mid-1936. These local emissions — often printed on whatever card stock was available — were produced without central authorization and vary wildly in execution. The Gari Mon catalogue entry 1628-C places this squarely within that improvised municipal framework.
The official stamp is the primary security feature, which tells you everything about the production circumstances. No watermark, no serial numbering system robust enough to deter forgery — just a council seal and two signatures from men who were simultaneously running a town during a war.
