Vilaplana is a small municipality in the Baix Camp comarca of Tarragona, and this 1 peseta note is one of thousands of emergency paper issues produced by Catalan town councils during the Spanish Civil War. When the Republic's metal coinage disappeared from circulation almost overnight in 1936 — hoarded by the public and consumed by the war economy — municipalities were left to fend for themselves, issuing improvised local currency in denominations too small for anyone else to bother with.
Turró catalogues over three thousand such issues; Vilaplana's entry is among the more obscure, from a council with limited print resources. The thick card stock construction is typical of inland Catalan villages that lacked access to proper banknote paper.
