Vilanova de Meià is a small municipality in the Noguera comarca of Lleida, and like hundreds of Catalan and Spanish towns during the Civil War, it issued its own paper fractional currency after the Republic's silver and copper coins vanished from circulation almost overnight in 1936–37. These emergency municipals — collectively catalogued in the thousands by Turró — were a decentralized solution to a very real daily problem: people couldn't make change.

The Ajuntament's authorization to print was largely self-granted. Republican central authority over local fiduciary issues was, in practice, minimal.
