Vilalba dels Arcs is a small municipality in Terra Alta, Tarragona — population then under a thousand — and like dozens of similarly sized Catalan towns in 1937, its council issued emergency fractional currency when Republican Spain's small-change supply collapsed under wartime strain. Turró catalogues well over two thousand such local issues, and the sheer number of them remains the most eloquent evidence of how completely the Republican monetary system fragmented at the municipal level.

Imprenta Bassa in Mora d'Ebre handled paper work for several Terra Alta councils during this period, which gives notes from the area a certain family resemblance in typography and stock.
