Ulea is a small municipality in the Murcia region of southeastern Spain, and like hundreds of similarly sized towns, it issued its own emergency paper money during the Spanish Civil War when the Republic's coin supply collapsed almost entirely between 1936 and 1939. The central government's inability to maintain small-denomination metal currency in circulation forced local authorities — ayuntamientos, cooperatives, trade unions — to print their own scrip, often on whatever paper stock was available locally.
Gari Mon #1489-G places this within the catalogued Murcian municipal emissions, though survival rates for notes from villages of Ulea's size are low. Production runs were typically small and the notes were withdrawn and destroyed once the crisis passed.
