Tortosa issued its own emergency paper money in 1937 under the broad Republican authorization that allowed Spanish municipalities to print local fractional currency when coin shortages became acute during the Civil War. Hundreds of towns did the same, but Tortosa — the principal city of the Terres de l'Ebre and a strategically contested crossing point on the Ebro — had particular urgency, as the front would eventually reach it during the brutal Ebro campaign of 1938.
Gráficas Bobés handled a considerable volume of this municipal emergency work out of Barcelona. The notes circulated only within the issuing municipality's area, rendering them worthless outside Tortosa almost immediately upon printing.
