Torralba de Calatrava is a small municipality in Ciudad Real province, and this peseta is one of thousands of emergency local issues that flooded Spain during the Civil War after the Republic's fractional coinage essentially vanished from circulation in 1936–1937. Municipal councils, cooperatives, unions, and even individual businesses printed their own scrip simply to make change — the Consejo Municipal issues were among the more formally authorized, but that still placed them well outside any national banking structure.

The thick card stock was a deliberate choice. Thin paper wore out fast in daily retail use, and these notes were never intended to outlast the crisis.
