During the Spanish Civil War, the Republican government's inability to maintain small-change circulation prompted hundreds of Catalan municipalities to issue their own emergency paper fractional currency — locally known as paper moneda. Tornabous, a village in the comarca of l'Urgell with a population that barely exceeded a few hundred, was among them. These hyper-local emissions were authorized under a 1937 Generalitat de Catalunya decree that attempted to regularize what had already become chaotic grassroots monetary improvisation.

Turró catalogues over 2,500 distinct municipal issues from this period; that this one carries a number above 2500 places Tornabous among the more obscure emitters. Survival rates for village-level issues correlate directly with how quickly the town fell under Nationalist control — l'Urgell was overrun in early 1938.
