Tarragona's municipal emergency issues of 1937 fall within the broader Catalan war-economy crisis, when the Republican zone's banking infrastructure had effectively collapsed and local governments were forced to print their own low-denomination scrip to keep small transactions moving. The Ajuntament commissioned Sugrañes — a local commercial printer with no prior currency experience — because no other option existed. That origin explains the modest production quality typical of the series.

Turró catalogues this as #2436, placing it within a well-documented but still genuinely scarce family of Tarragona municipals. Italian bombing of the city in late 1937 and 1938 disrupted daily life severely, and much of this circulating scrip was simply lost or destroyed before the war ended.
