Seròs is a small municipality on the Segre river in Lleida province, and like hundreds of Catalan towns during the Spanish Civil War, its municipal council issued its own emergency fractional currency when the Republican government's coin supply collapsed after 1936. These consell municipal notes — collectively cataloged in the thousands across Catalonia — were hyper-local instruments, often printed by whatever press existed in town or the nearest neighboring one, and valid only within the issuing municipality's boundaries.

At under five centimeters across, this note circulated among a population that in the late 1930s numbered only in the hundreds. Survival rates for Seròs issues are low simply because so few were printed to begin with.
