This coin was issued by the provincial council of Santander, Palencia, and Burgos during the Spanish Civil War, when Nationalist-controlled territories faced acute shortages of small coinage. Madrid held the bulk of the Republic's silver reserves, and the war had effectively severed normal monetary supply chains. Local and regional emergency issues proliferated across both sides of the conflict, each authority improvising with whatever metals and dies could be assembled.
Santander fell to Franco's forces in August 1937 — meaning this issue had an exceptionally short window of legitimate circulation before the territory was absorbed into the unified Nationalist economic framework.
