Sant Pol de Mar was one of hundreds of Catalan municipalities that issued emergency fractional currency during the Civil War after a severe shortage of small coins — the hoarding and melting of coinage in 1936 left everyday transactions nearly impossible. These local issues were authorized under a general framework established by the Generalitat de Catalunya, but production was entirely decentralized: each town arranged its own printing, which accounts for the considerable variation in quality and materials across the series.
The thick card stock was a deliberate choice at this scale — at 45 × 35 mm, thin paper would have disintegrated within weeks of pocket use.
