During the Spanish Civil War, severe coin shortages prompted hundreds of municipalities to issue their own emergency paper money — known as "moneda local" or "papel moneda municipal." Rus, a small agricultural town in the province of Cuenca, was one of them. These local emissions carried no backing beyond the issuing municipality's authority and were typically only accepted within the immediate locality.
