Roses is a small coastal municipality in the Alt Empordà region of Catalonia, and this note is one of hundreds of locally issued paper currencies that flooded Spain during the Civil War years after the Republican government authorized municipal and cooperative bodies to produce their own small-denomination scrip to alleviate a chronic shortage of coin. The Consell Municipal — the local Republican council — was the issuing authority, functioning in that capacity only for as long as Republican administration held in the region.
