Roquetes is a small municipality in the Baix Ebre comarca of Tarragona, and this note is one of hundreds of locally issued emergency fractional currencies — known collectively as moneda local or paper de guerra — produced by Catalan and Republican-controlled municipalities during the Civil War. The Generalitat de Catalunya had authorized local bodies to fill the severe small-denomination coin shortage that gripped the Republican zone from mid-1937, when hoarding and metal requisitioning had stripped coins from everyday commerce entirely.

Turró's catalog documents just how many of these small-town emissions were produced in tiny quantities, often on whatever card stock was locally available. Survival rates vary wildly by issuing municipality.
