Rioja is a small municipality in Almería province, and this note is a product of the Spanish Civil War's chaotic local currency proliferation — when the Republican government's decree of 1936 authorized municipalities to issue their own emergency small change, hundreds of towns scrambled to print what they could with what was available. Tipografía Diario de Almería, a newspaper press, was a practical choice: it had the equipment, the paper supply, and the staff.

The Gari Montaner catalogue documents several variants for this municipality; the "C" suffix indicates a distinct printing or signature state within the series.
