Planes del Montsià is a small municipality in Tarragona province, and like hundreds of Catalan and Valencian towns during the Civil War, it issued its own fractional currency after the Republic's central authorities proved unable to maintain a supply of low-denomination coinage. The Consell Municipal — by 1937 typically under anarchist or left-republican control in this region — held legal authority to emit these notes under a framework established by the Generalitat de Catalunya.
Joan Sabadell operated as a commercial printer in Barcelona taking on municipal emergency currency contracts throughout the war years. Turró 1871 is among the less frequently encountered Tarragona provincial issues, reflecting the small population it served rather than any particular printing scarcity.
