Planes del Montsià is a small municipality in the Ebro delta region of Tarragona, and this note is one of thousands of emergency paper issues produced by Catalan and Valencian local councils during the Civil War after the Republican government's Decree of 28 May 1937 formally authorized municipal money creation to address a severe shortage of fractional coinage — copper and silver having largely vanished from circulation through hoarding, export, and wartime disruption.
Turró catalogues over 2,000 distinct Spanish Civil War municipal issues. A village of this size producing its own currency was entirely unremarkable at the time.
