Olvena is a village in the province of Huesca, Aragon, with a population that in the 1930s numbered in the hundreds. During the Spanish Civil War, the Republican government's inability to maintain a reliable supply of small-denomination coinage pushed thousands of municipalities — many far smaller than any city with a functioning treasury — into issuing their own emergency paper. These notes, collectively called billetes de necesidad, were technically illegal under Spanish monetary law but practically unavoidable.

The Gari Montaner catalog documents over a thousand such local emissions from across Republican-held Spain. That this one from Olvena is cataloged at all suggests the Consejo Municipal left enough administrative trace to confirm the issue — not guaranteed for villages of this size, where many emissions went entirely unrecorded.
